[Executive summary] The ITU/EC project for regulatory capacity-building is a training programme co-financed by the ITU and the European Union, for the benefit of UEMOA-ECOWAS member countries. This is the second phase of the West African common market project. It follows on from the project to harmonize policies governing the ICT market in the UEMOA-ECOWAS zone, likewise co-financed bythe ITU and the EU.
