From the "Note by the Secretariat" : This revision of the Radio Regulations, complementing the Constitution and Convention of the International Telecommunication Union, incorporates the decisions of the World Radiocommunication Conferences of 1995 (WRC-95), of 1997 (WRC-97) and of 2000 (WRC-2000). The majority of the provisions of these Regulations shall enter into force as from 1 January 2002; the remaining provisions shall apply as from the special dates of application indicated in Article 59 of the revised Radio Regualations."
