Recent efforts to revise the International Telecommunication Regulations have proved extraordinarily conflictual. Fundamental differences have emerged among ITU delegations as to the purpose and coverage of the new arrangement. The Preparatory Committee approved Draft Regulations in 1987 without consensus, with US, UK and corporate observes objecting to the majority view. More recently, the Secretary General of the ITU has offered his own suggestions in an effort to break a deadlock which could undermine the effectiveness of the international telecommunications regime. The author traces the WATTC process, underscoring the sources of disagreement, and argues that the 'Butler Draft' constitutes an effective compromise between diverse national preferences.
