Summary
The World Administrative Radio Conference (WARC) held in 1979 in Geneva, Switzerland, undertook the first general revision of international radio regulations since 1959. However, while many broad decisions were made, the details of implementing most of them were postponed to another day. Frequency bands for most services were increased by greater sharing of bands, but some of the allocations were subject to implementation procedures that could require 10-15 years for resolution.At the conference, developing countries indicated a strong interest in high-frequency radio for domestic communications and assurance of future access to frequencies in the geostationary satellite orbit for domestic and regional communication services. The latter led to the conference decision to convene a world conference to plan the use of the geostationary orbit.
