The author considers the European radio spectrum scene in the context of second-generation mobile and cordless systems, third-generation mobile systems, personal communications networks (PCNs), and WARC 92. The various activities on mobile and cordless systems within Europe are examined in the context of the CEPT (Conference of European PTTs). The spectrum allocations are identified for the major second-generation cordless systems of CT2 and digital European cordless telecommunications (DECT), along with pan-European digital cellular (GSM) and DCS 1800, all of which are regarded as being on the evolution path to third-generation systems. The CEPT discussions so far have resulted in a view that supports the allocation of spectrum for future public land mobile telecommunication systems (FPLMTSs) as a third-generation system. Currently, the 1900-2025 MHz band, followed by the 2110-2200 MHz band, is considered to be the best choice
