The International Radio Consultative Committee, abbreviated CCIR in deference to the French word order, is the technical advisory body for radio matters to the International Telecommunication Union (ITU) Part 1of this two-part paper deals with the question of how the CCIR came to occupy the position it does today. Much of this story is perforce a history of the ITU and its predecessor organizations: the International Telegraph Union and the International Radio Union. Part 1 will consider the present-day CCIR, its technical program, and its future emphasis.
