A commentary states that the International Telecommunication Union (ITU) is facing formidable challenges as the 21st century approaches. While over its long history the ITU has been able to adjust its structures and its ways in order to accommodate technological and geopolitical changes, the Union's adaptability will be sorely tested by the new challenges of globalization, liberalization, and convergence. A major issue to be addressed is the participation of the private sector.
