The ITU has had a long and colourful history, involving radical changes in telecommunications technology and the environment in which it operates. As regards technology, the most important events were the addition of telephone to telegraphy, the advent of radio, and finally the merger of telecommunications and computers. In respect to the environment, the most significant events were the impact of the second world war, the effort of the USA to reorganize the ITU in 1947, and the evolution of the developing-country majority. Whether the ITU will be able to weather the most recent developments in as satisfactory a manner is another matter.
