The World Administrative Radio Conference on the Use of the Geostationary Satellite Orbit and the Planning of the Space Services Utilizing It is expected to have a positive influence on the development of satellite communications systems well into the next century. Some of the issues addressed at the conference were: 1. minimal changes to the international regime for the coordination of satellites using the currently allocated fixed-service bands, 2. development of an allotment plan, and 3. retention of sufficient flexibility in the plan to provide for additional uses. The conference was an enormous success from the perspective of the US satellite operator and user. They were concerned with how to define the multilateral planning meetings (MPM) that would become a part of the process of coordinating domestic and international fixed satellites. It was decided that the MPMs would be convened only in situations where the usual procedures did not produce satisfactory results.
