In an interview, Jan Witold Baran, ambassador to the 1992 World Administrative Radio Conference (WARC), explained his responsibilities as being in 2 general areas - to promote the US proposals that have been submitted for the conference and to organize the US delegation in order to be effective at the conference. WARC-92 is going to be the first international communications conference under the so-called New World Order. The conference will have some effect on whether there will be certain types of international personal mobile satellite communications services. Baran is unsure about the future of the US' allocation request for low earth orbit satellites. Europe is concerned about potential interference in the desired spectrum with its own terrestrial domestic communications.
