[Abstract] In December 1992, the ITU Additional Plenipotentiary Conference voted to restructure the International Telecommunications Union (ITU). The ITU now consists of 3 major topical sectors: 1. radiocommunications, to deal with the rational use of spectrum, 2. telecommunications standardization, to standardize technical and tariff regulations worldwide, and 3. telecommunications development, to promote the development and expansion of services in developing countries. The irregularly scheduled World Administrative Radio Conferences (WARC) were replaced with biennial World Radiocommunications Conferences (WRC), the first of which is slated for November 1993. The ITU would like to simplify the international Table of Frequency Allocations as well as the related regulatory procedures. Topics proposed by the Federal Communications Commission for inclusion at the WRC include satellite digital audio broadcasting and high-frequency broadcasting.
