Summary
This article examines potential roles for the ITU in technical cooperation and other forms of assistance for developing countries by examining problems and options within an African context. The various functions and activities of the ITU concerning developing countries are examined along with other issues relevant to telecommunications planning in Africa. The article concludes that the ITU has a continuing role to play in assisting developing countries not only to extend and manage their telecommunications networks, but to evaluate options for restructuring their telecommunications sectors.
