This article examines the unique structure, described by many as 'federal' in nature, that the ITU has created for itself in its constant effort to keep abreast of changes in telecommunications technology. The five semi- autonomous entities in this arrangement presently include the General Secretariat, the IFRB, the CCITT, the CCIR and the BDT. While such a structure has been shown to have its shortcomings, it also has its strengths which any attempt at reorganization of the ITU must take into account.
