Summary
This article surveys the achievements of the 1989 ITU Plenipotentiary, held in Nice. The most important result in the short term was the creation of a Telecommunications Development Bureau (TDB) with a substantial budget, and from a long-range perspective the decision to establish a study group to investigate the ITU's Internal structure could prove most significant. It was also decided to divide the old ITU Convention into a new Convention and a Constitution. Other decisions of the Plenipotentiary, such as increasing the use of official languages, were probably more formal than practical.
