Summary
An Expert Workshop to discuss the regulatory, economic and policy aspects of interconnection between fixed and mobile networks was held in Geneva from 20 to 22 September 2000, the third in the series under the International Telecommunication Union's “New Initiatives” program. Some 39 experts from 24 countries participated in the meeting, representing a range of regulatory and policy-making agencies, fixed and mobile telecommunication operators, consultants, academic institutes, international and regional organizations and others. The documents of the Workshop, including a comprehensive briefing report and case studies on China-Hong Kong SAR, Finland, India and Mexico and the Chairman's Report summarizing the discussions, may be found at the website, www.itu.int/interconnect. There has been tremendous growth of mobile telephone services throughout the world in recent years. The relative importance of mobile telephony is best illustrated by Fig. 1, which shows the growth of calling opportunities involving mobile phones from around 10% in 1993 to almost 50% in 1998. The ITU estimates that fixed-to-fixed calling opportunities will amount to only about one-quarter of the much larger set of overall worldwide calling opportunities that will be available in 2003. At that time, it is estimated that three out of four worldwide calling opportunities will involve a mobile phone.
