Summary
The commercial telecoms sector needs to develop comprehensive regulations for its international activities; without those rules, conflicts over the international trade in satellite sales will inevitably increase. If the commercial space sector is to continue to develop, it is important to begin discussions now on the elements of an international regulatory framework more appropriate to business realities. The existing framework for space activities was developed when government, not commercial, space activities were dominant, or was adapted from regulations in other sectors such as terrestrial telecommunications, and it requires strengthening. Much could be done to improve the functioning of the International Telecommunication Union, including turning it into a limited 'supranational' authority, with a system of checks and balances. However, replacing it with a new body would not be a credible response.
